District 11 Rules - District Hockey League Play
Revised 2007-2008


1. All District league games will be played in accordance within the rules of Minnesota Hockey and USA Hockey.

2. Upon the requests of an opposing coach or a referee an official team roster signed by all players and stamped by the District Representative must be available at each game for verification of players.

3. Each A team will play a home and away game with the B teams playing single games against each other.

4. Game postponements shall occur only by reason of extreme weather or unsafe ice conditions. In either case, the decision to postpone shall be made in ample time to allow a minimum of two (2) hour’s notice to the opposing coach and scheduled referees. The call will be to the telephone number furnished by the teams or to your association league scheduler. Games must be rescheduled within one (1) week of the regularly scheduled game, and must be played one week prior to completion of league play. Failure to reschedule a game by the home team will result in a forfeit and a $500.00 fine. All fines are made payable to District 11.

5. The home association is responsible to provide a scorekeeper and timer. The home association will report to the District Scheduler (Clarke Coole) with scores of the games each week. Games must be reported by Wednesday of the following week or the offending association will be fined $100.00 per week. Fines will be paid to District 11. Failure to pay the fine will result in an additional $500.00 fine. This includes all Girls league games.

6. District standings shall be determined by a point system. Two (2) points for a win, one (1) point each for a tie, zero (0) points for the loss and one (1) point for Fair Play for teams that meet Fair Play criteria.

7. Positions for playoffs determined by most points in round-robin play if two or more teams are still tied the determination will be made by:

1)  Head to head competition between the tied teams
2) Most wins
3) Least goals allowed
4) Coin flip

8. A league game may be changed or postponed by mutual agreement this means that both coaches must agree to the change. The district scheduler will be given notice of the cancellation and the date of the rescheduled game.
As stated in rule four (4) above, games must be rescheduled within one (1) week of the regularly scheduled game. The game must be played one week prior to completion of league play. It is the responsibility of the home team to cancel the refs. If the home team initiates the rescheduling of the game the home team will be responsible for all referee fees, and the rescheduling fee. If the visiting team initiates the change the visiting team will be responsible for the referee fee, and the rescheduling fee.


9. If a team fails to show up for a league game and the game has not been rescheduled or cancelled by mutual agreement by both coaches, the game will result in a forfeit with two (2) points awarded for a win and one (1) point for Fair Play. The forfeited team will pay all fees including ice time and referees concerning this game. The forfeited team’s association will be billed for these fees and will be penalized by the district as defined in rule four (4) above. This will include all squirt and girl’s league games.

10. The District Scheduler will publish league standings in the Duluth News Tribune starting in December.

11. League games for all Bantams will consist of 3(three) 17 minute periods. The District 11 director will determine prior to the district play-offs, whether to have 15 or 17 minute periods.

12. Overtime procedures for league games for Girl’s 12U, 14U, Pee Wee and Bantams. There will be (1) one 8 minute sudden victory overtime period. If the teams remain tied after the 8 minute sudden victory period, the game will result in a tie. Each team will be awarded one (1) point.
