DULUTH AMATEUR HOCKEY ASSOCIATION
RULES

Adopted 2001-2002 Season
Revised April 2007



I. GENERAL RULES

A. General. USA Hockey playing rules, as modified by the Minnesota Hockey playing rules, shall apply to Duluth Amateur Hockey Association (DAHA) league games, except as herein modified.

B. Duluth Girls Hockey Association (DGHA) General Rules.

1. Governing Rules. USA Hockey playing rules, as modified by the Minnesota Hockey playing rules, shall apply to DGHA league games except as modified herein. The DGHA shall also abide by all applicable Minnesota Girls’ and Woman’s Hockey Association bylaws, rules and regulations.
2. Practice Schedule. DGHA shall be given equal treatment, regarded in good faith and served fairly beside the DAHA boys teams in the scheduling by DAHA Rink Members as evidenced by a non-disparate scheduling of practice times that are not primarily at late or lastly assigned times.
3. DAHA Rink Member User Fees. The DGHA may be charged a maximum user fee of twenty-five dollars ($25) for each DGHA rostered player using a DAHA Rink Member facility for maintenance and operation provided:
a. Boy players are charged an equal amount of user fees, as are girls.
b. User fees are based on prorated actual costs with accounting of such created by the DAHA Rink Director and given to the DGHA Board of Directors; and,
c. The billing (including cost analysis of such to the DGHA by the Rink Director shall be no later than December 1st of the season.
4. Girls Shall Play with Girls. It is strongly recommended where girls programs exist that girls registered with the DAHA shall play on a DGHA team following the Mite age eligibility effective the 2000-01 season. The only exceptions to such shall be:
a. No DGHA team exists for a girl(s) to register for and play on; or
b. Girls playing on DAHA mites teams.
5. If a girl chooses to play in the boys program, the decision shall be made prior
to team tryouts and shall be in effect for the current season. Team placement
will be determined according to the rules in effect for the boys teams. 


C. Uniform Colors. All jerseys, pants and socks shall conform to the color scheme for the respective team shown below:

Any color or graphic changes to jerseys, pants and socks shall be presented to the Rules and Grievance Committee for review and approval. The changes should be a shown on a color rendering representing the changes. Jerseys, pants and socks shall not be ordered until approved by the committee. Failure to follow these rules may result in the loss of use of jerseys, pants or socks.

D. Rink Directors. Each Rink Member shall appoint a Rink Director (or other authorized person), who shall serve on the Rink Association Advisory Committee. After two consecutive absences, from said committee meetings, the Rink Director (or other authorized person) shall be removed from office and the Rink Association Advisory Committee President shall ask the Rink Member President to designate a replacement. If a rink is unable to provide representation at the Rink Association Advisory Committee, the DAHA Board of Directors may consider punitive action (Section V.).The Rink Director shall, in addition to his other duties, be responsible for instructing the Rink Member’s coaches on DAHA’s rules and regulations.

E. Rink Member Boundaries. The DAHA Board of Directors shall establish, and from time to time revise, the boundaries of each Rink Member.

1. Such Rink Member boundaries shall be binding upon each Rink Member unless an
exception is made by DAHA’s Board of Directors.

2. A map of the Rink Members’ boundaries shall be posted at the DAHA office and the annual registration site.

3. DAHA shall provide each Rink Member with written boundaries of all the Rink
Members of DAHA.

4. The boundaries for East End, and the Duluth Lakers Hockey Association shall be the boundaries of the following Rink Members:

Duluth East Youth Hockey-Boundaries for Lester Park, Portman, Congdon, Glen Avon, and Woodland to include those players within the East High School Boundaries
Duluth Lakers -Boundaries for Woodland, Glen Avon
Hockey (Central) and Duluth Heights to include those players
within the Central High School Boundaries
Duluth Lakers -Boundaries for Piedmont Heights, Irving and
Hockey (Denfeld) Gary Morgan Park to include those players within the Denfeld High School Boundaries

5. Players affected by the boundary change made in May, 2000 regarding high school attendance areas and who played outside their high school attendance areas in the 1999-2000 season have the option to play for that rink or the rink within their new boundaries for the remainder of their mite, and/or squirt season.

F. Cancellation of Indoor Ice Rental. There is no cancellation of indoor ice time once a rink member/traveling team has scheduled the ice time, this includes a practice and or a non DAHA league game. Referees can be canceled for a non DAHA league game with a forty eight (48) hour notice to the DAHA office. There will be a four dollar ($4.00) charge plus a one dollar ($1.00) cancellation fee to the rink member/traveling team that cancels the game. For DAHA league games also see rule IV E.

II. RULES FOR PLAYERS

A. Player Registration. Players must be registered with DAHA and pay an annual fee established by DAHA’s Board of Directors. Players must also be registered in accordance with Minnesota Amateur Hockey Association Rules.

B. Residency Requirements. Players will be eligible to play with an association only if they reside within the boundaries provided by the Duluth Amateur Hockey Association. A player will be deemed to reside within the association boundaries if:
A. His/her parents are living together and are residing within such league boundaries, OR;
B. Either of the player’s parents (or his/her court-appointed legal guardian) resides within such boundaries.

“Residence,” “reside” and “residing” refers to a place of bona fide continuous habitation. A place of residence, once established, shall not be considered changed unless the parents, parent or guardian makes a bona fide change of residence. Residence shall be established and supported by documents from THREE OR MORE, as directed by DAHA, of the following categories to determine residency of such parent(s) or guardian:
1. Driver’s License.
2. Voter’s Registration.
3. School Records.
4. Welfare Records.
5. Federal, state and local records.
6. Support payment records.
7. Homeowner or tenant records.
8. Utility bills.
It is recommended that the association require some proof of residence within the association’s boundaries at the time the player registers. Players and their parents/guardians are advised that a false statement of residence may lead to ineligibility to play hockey. Under NO circumstances does ANY person have the authority to grant a waiver that allows a child to play in a local association program IN ANY LEVEL, when that child does not qualify under these residency requirements.

If the claim for residency is challenged, three or more, as directed by DAHA, of the above materials must be submitted to Duluth Amateur Hockey Association’s Coaches and Players Development and Rules and Grievance Committees, with an affidavit of residency from the parent(s) or guardian, which shall decide the issue. Residency documents must illustrate that the residence (as defined above) was inside the association’s boundaries at the time of registration.

Three working groups are designated to consist of the following rinks: West - Gary/Morgan Park, Irving and Piedmont; Central - Duluth Heights, Woodland and Glen Avon; East - Congdon, Portman and Lester Park. Players must live within the boundaries of the working group to which his or her rink member has been assigned.

1. The three working groups shall form teams of mites level 1, mites level 2 and squirts within the designated working group area. Rink Directors representing rinks in the working groups shall have the authority to move players within the working group provided:

a. All reasonable efforts shall be made to have a player play for the Rink Member in which boundaries the player resides.
b. The result of any movement from one rink to another shall be to have an optimum of 12 players per mite level 1team, and an optimum of 11 players per each mite level 2 and squirt team.
c. The Rink Directors of each working group shall declare the number of teams, levels of teams and players per team within the working group no later than October 14 to the DAHA office. All Rink Directors must designate their approval of the combined plan as indicated by their signatures on the plan submitted to DAHA. A DAHA Commissioner must be involved in the process of developing
this plan for purposes of recording any movement of players from one Rink Member to another.
d. No player may register with a team or play on a team outside the working group boundaries of the Rink Member in which he or she resides, except as provided for players in the 1999-2000 season. (see I.E-5)

2. Squirt Hockey.
a. Based on the number of players and their abilities, each working group must determine whether each rink can sponsor an A team. Each working group must field at least one Squirt A team, and should field a Squirt A team for every Rink Member within the group. The Squirt A team is the higher competitive level and must be comprised of players, selected on a competitive basis, which posses the higher individual and team skills. Upon written request by the working group, the DAHA Board of Directors may permit the working group to register a Squirt B team without registering a Squirt A team. The request shall set forth the reasons for the request and must be submitted to DAHA’s Executive Director before October 14th. The Commissioners for the Squirt A and B levels will investigate the request and must make a recommendation to the DAHA Board of Directors. If a team is waived to the lower playing level and achieves a DAHA league record of .500, the Commissioners may require such team to play at the Squirt A level for the league playoffs.
b. Should a Rink Member not offer a Squirt A team, players from that Rink Member may request one squirt program of another rink member in the working group that will field an A team to try out for. The player must declare his or her intent in writing to the working group to try out for the team no later than Oct. 14 and must only try out for one Squirt A team within the working group. Final approval for which A team tryout the player may participate in is given by all Rink Directors within the working group. If the player is not selected for the A team for which he or she has tried out, the player shall return to any B hockey team that is offered by the Rink Member within which he or she resides. 
c.After all of the Squirt tryouts have concluded, associations that do not have Squirt-aged goalies can make a request to the Rink Directors within their working group that have additional Squirt-aged goalies, to see if any of the additional Squirt-aged goalies would be interested in requesting a waiver to play for another association. This waiver would be good for one year and must be approved by all the Rink Directors in that working group. If there are no additional Squirt-aged goalies within the working group, the associaiton can go outside the working group to ask if there are any additional Squirt-aged goalies that would be interested in requesting a waiver to play for another association. This waiver would be good for one year and must be approved by all the Rink Directors in both working groups.

3. A bantam player who is currently attending a Duluth public high school, but does not reside in that high school boundary, is eligible to play with the bantam team that is within that high school boundary.

4. Violation by any Rink Member of any of the rules stipulated in this section will result in
punitive action as defined in Paragraph V.

C. Registration on One Team.

1. No player shall be registered or play on more than one team except, if permitted by
Minnesota Hockey Rules, a player may be advanced to a higher level team, but once a player is advanced to such team, he or she may not return to the former team. This rule shall apply from the date of fall registration through the date of the final regular season or league playoff game, whichever is later.

2. Individual player request to join the DGHA following completion of another team’s season. No girl shall be permitted to participate on any DGHA team following participation or membership on a DAHA, Minnesota Hockey or high school team which season ended prior to that of a DGHA team. Individual player registration with the DGHA prior to December 31st shall not grant any girl waiver of such or exacerbate entitlement to participation in the DGHA. In the event of prior payment of registration fees the player shall forfeit all said registration fees and costs.
D. Moving from Residence. If a player has moved to a residence within the boundaries of a different Rink Member, the player may continue to play with his former Rink Member through the playing level, as set forth in paragraph E. below, the player is playing at the time of such move. The player must play with the Rink Member in which the new residence is located upon the player’s change of playing level.
E. Player Age Limits. The age limit for players at the playing levels are as follows:

Junior Gold – USAH HS 15 prior to July 1, 16 through 18; and 19 on or after July 1 and still in high school
Midget 15 prior to July 1, 16, 17 and 18 on or after July 1 and still in high school
MN Bantam – USAH Midget 13 prior to July 1, 14 and 15 on or after July 1
MN PeeWee – USAH Bantam 11 prior to July 1, 12 and 13 on of after July 1
MN Squirt – USAH PeeWee 9 prior to July 1, 10 and 11 on or after July 1
MN Mite – USAH Squirt 5 and under, 6,7,8 and 9 on or after July 1

19 & Under Girls 16-19 on January 1
Girls MN 16U – USAH 19U 14-16 on or after July 1
Girls MN 14U – USAH 16U 12-14 on or after July 1
Girls MN 12U – USAH 14U 10-12 on or after July 1
Girls MN 10U – USAH 12U 8-10 on or after July 1
Girls MN 8U – USAH 10U 8 and under after July 1

Exceptions.

1. The Rink Association Advisory Committee may, for exceptional circumstances, permit a Mite-aged player to play Squirt A/B. The determination on whether to permit the player to play at such other level shall be based on the skill level of the player, the effect of such player on other players and teams in the affected playing level and the safety of the player. A petition signed by the parents, the Association President, and the Rink Director, which specifically addresses the above criteria in writing must be received by the Player and Coaches Development Committee by October 14th for Squirt requests. Final Mite Level 1 and 2 Team rosters must be submitted to the DAHA office by December 20th. If a Mite aged player has been approved by the above process to move up to Squirts and does not make the Squirt A Team he/she will not return to Mites but will play Squirt B at their home rink or a rink within the same working group. A Mite level 2 player in his or her final year of Mite eligibility may be moved up to play on a Squirt B level team only, before the December 20th roster submittal deadline, with the approval of all the Rink Directors in that working group.


2. USA Hockey, Minnesota Hockey and DAHA age limits for playing levels change on July 1 of each year. Minnesota school age limits for grade change on September 1 of each year. If a player’s birth date falls between July 1 and August 31 and the player is enrolled in the grade corresponding to the player’s school age, then the player’s parents may elect to permit the player to play at the higher playing level. A written request to have a player move to a higher level must be in the DAHA office no later than August 15 of the playing year. Failure to meet this deadline will result in denial of request. The request will be reviewed by the Rules and Grievance Committee and recommendation presented to the Board of Directors, with a vote to follow. Upon completion of voting, a letter will be sent to the player’s parents with the decision.

F. Player Equipment. All players of Rink Members and players of teams from other hockey associations participating in DAHA league play shall wear mouth guards at all playing levels.

G. Newly Formed Team. When a Rink Member forms a team in playing level in which it did not form a team in the previous year, the players who played at another Rink Member in the previous year are required to play for the Rink Member in which he or she resides.


III. RULES FOR TEAMS

A. Team Registration. Each team under the jurisdiction of DAHA shall register and carry insurance as required by Minnesota Hockey Rules.

B. Player Limit. A team may not have more than 20 players or the number of players permitted by Minnesota Amateur Hockey Association Rules, whichever is less.

C. Squirt Level Teams.

1. If a Rink Member fields more than one Mite or Squirt team at the same level , the Rink Member shall divide the players amongst the teams with the goal that the teams are of equal playing ability.
2. All Squirt A tryouts will be held during a time frame designated by DAHA.
3. Independent Evaluators for Squirt teams.
a. Players for Squirt teams will be chosen by a least three independent evaluators. Coaches for the teams at this level may provide input to the evaluators and may participate in developing evaluation criteria. A head coach may serve as an additional evaluator for choosing players on a team. If the head coach has a family relationship with any player that is being evaluated he/she must remove himself/herself from the decision process concerning this player.
b. Evaluators must:
1. Be age 21 or older
2. Have coaching or playing experience in hockey.
3. Attend all evaluation sessions for the level or team.
4. Not have a family relationship with any player being evaluated.
c. Coaches may meet with evaluators prior to tryouts to discuss evaluation criteria (assigning “weights” to criteria, suggesting criteria, discussion of how attitude may be measured, etc.).
d. Coaches may run drills on the ice, working with evaluators to see that the drills and ice activities allow evaluation in each category to be completed.
e. DAHA will develop a pool of evaluators for use by the associations.
f. Associations may select their own independent evaluators, but must submit their names to DAHA for approval no later than the date set by DAHA.
g. DAHA will develop and distribute standard evaluation forms for use as is or as amended by coaches-evaluator teams. 


D. PeeWee and Bantam B-1 and B-2 Level Teams.

1. PeeWee B-1 and B-2 teams and Bantam B-1 and B-2 teams shall be formed with players residing within the East High School boundaries and combined boundaries for Central and Denfeld High Schools. After team selections are completed including up to two goalies per team, if there are unplaced goalies in one Association and a need for additional goalies in the other, the Rink Directors shall move the extra goalies to fill spots on B-2 (or B-1 if there are no B-2) teams in the other area. This move shall take priority over moving a goalie up in age group and/or placing three goalies from within an Association on the same team. If all teams in an Association have a full (20 player) roster and there are still players without a team, the DAHA Executive Committee has the option of assigning the players to vacancies on B-2 (or B-1 if there are no B-2) teams in the other Association.


2. Each of such Rink Members shall register a B-1 team before registering a B-2 team in the Bantam and PeeWee levels. Upon written request of a Member Rink, the DAHA Board of Directors may permit a Member Rink to register a B-2 team without requiring a B-1 team at the PeeWee or Bantam level. The request shall set forth the reasons for the request. The Commissioners from the applicable PeeWee or Bantam level shall investigate the request and shall make a recommendation to the DAHA Board of Directors.

3. If a Rink Member registers more than two teams at a Bantam or PeeWee level, the Rink Director of such Rink Member shall propose to the DAHA Board of Directors for approval the number of teams to be registered at each playing level using the following guidelines:

a. The goal of the division of players between the B-1 and B-2 level is to provide players of comparable ability to play at the same level.

b. Determining the number of B-1 and B-2 level teams should be conducted in accordance with DAHA’s festival process, which is to be by assigning players to teams rather than through an elimination or “cutting” process.

c. In selecting players for such teams, if players are approximately equal in playing ability, the older players shall be selected for the B-1 teams.

d. If a Rink Member registers more than one team at a level, the players shall be divided amongst the teams with the goal that the teams are of equal playing ability. If there is no B2 league at either the Peewee or the Bantam levels, an Association may select one B-1 team and shall divide the remaining players among the teams with the goal that the teams are of equal playing ability.

4. PeeWee B and Bantam B level teams are traveling teams and the scheduling of the number and location of games and the number of practices should be reflective of that fact.

5. Each team from a PeeWee/Bantam Rink Member shall be registered by such Rink
Member and that Rink Member shall be responsible to DAHA for that team.

6. A bantam player who is currently attending a Duluth public high school, but does not
reside in that high school boundary, is eligible to play with the bantam team that is within that high school boundary.

E. PeeWee and Bantam A Level Teams.

1. PeeWee A teams and Bantam A teams shall be formed with players residing within the East high school boundaries and the combined boundaries for Central and Denfeld high schools.

2. In selecting players for such teams, if players are approximately equal in playing ability, the older players shall be selected for the A teams.

3. PeeWee A and Bantam A boundaries shall be reviewed every two years by the
Board of Directors.

4. A bantam player who is currently attending a Duluth public high school, but does not reside in that high school boundary, is eligible to play with the bantam team that is within that high school boundary.

F. Independent Evaluators for PeeWee, Bantam and DGHA Teams.

1. Players for all PeeWee, Bantam and DGHA level teams will be chosen by at least
three independent evaluators. Coaches for the teams at these levels may provide input to the evaluators and may participate in developing evaluation criteria. A head coach may serve as an additional evaluator for choosing players on a team. If the head coach has a family relationship with any player that is being evaluated he/she must remove himself/herself from the decision process concerning this player.

2. Evaluators must:
a. Be age 21 or older
b. Have coaching or playing experience in hockey
c. Attend all evaluation sessions for the level or team
d. Not have a family relationship with any player being evaluated.

3. DAHA will appoint all independent evaluators for the PeeWee, Bantam and DGHA
Festivals.

G. Standard of Review. In determining whether to grant or deny a Rink Member’s Request under this Section III, the Board of Directors shall consider the skill level of the players, the effects on such players and the effects on the other players and teams at the affected playing level.


IV. RULES FOR GAMES

DAHA PeeWee and Bantam teams shall play in the District 11 League. The following rules for League Games apply to Squirt A and B and Level 2 Mites:

A. Length of Periods. The length of a period for DAHA league games shall be 12 minutes and in stop time.

B. Penalties. The following penalties apply in DAHA league games:

For games utilizing 12 minute periods:

Minor Penalty - 1.5 minutes
Major Penalty - 3 minutes
Misconduct Penalty - 7 minutes

C. Overtime. No overtime periods will be played in any indoor or outdoor league game. When playing in the playoffs for the league championships, overtime will be played. Overtime periods will be 5-minute sudden death with at least 3 minutes between periods.

D. Priority of Games. A team’s first obligation is to play in the DAHA league games and these games take precedent over non-league games. A team failing to play a scheduled indoor game forfeits the game and pays the full fee for ice time and game officials. If a scheduled indoor game is not played and neither team shows for the game, the game costs will be split equally between the two teams.

E. Postponed Games. For exceptional circumstances, games may be postponed and rescheduled by mutual agreement of the coaches of the teams involved, with the approval of the Commissioners. These teams will be charged for the scheduled ice time at an indoor arena unless DAHA is able to sell such ice time. The teams will be charged for the game officials unless they give a forty eight (48) hour notice of the cancellation to the DAHA office. The team initiating the cancellation will be billed a four dollar ($4.00) administrative fee that goes to the officials association plus a one dollar ($1.00) cancellation fee.

F. Failure to Show. A team failing to show for a game on time at an indoor arena automatically forfeits the game and no rescheduling will be permitted. All games must start within 15 minutes of the scheduled time unless otherwise directed by the referee.

G. Referees. The referees are scheduled by the Northeast Hockey Officials Association (NEHOA) for all indoor games. Rink Members hosting games will furnish the referees and timekeepers for all outdoor games. The Rink Member hosting the game shall attempt to have certified referees at all games. Referees must be at least two playing levels higher than the game they are officiating.

H. Score Sheets. A 4-ply score sheet will be used at all DAHA league games. Score sheets must be signed by each official after the game is complete and before copies are distributed. The game scorer will distribute one copy of the score sheet to each coach, one copy to Fryberger Arena, and the referees will keep one copy.

I. League Playoffs. Single elimination tournaments will determine the league champions for the following playing levels: Squirt B, Squirt A.

J. Rink Condition. A reasonable effort should be made on the part of the Rink Member hosting a game to have the rink in as good a playing condition as possible, consistent with prevailing weather. A gross deficiency in rink playing conditions can be a reason for a protest.

K. Other Associations. DAHA Rules shall apply to all league games not withstanding the games are played against teams from other hockey associations and/or are played at the other hockey association’s ice facilities.

L. Disputes and Protests.

1. Any team using an ineligible player or carrying an ineligible player on its roster will forfeit the game.

2. All disputes will be filed with the Rules and Grievance Committee within 48 hours of the game protested. The protest must be in writing and signed by the coach and the Rink Director of the Rink Member. A copy of the protest shall be provided to the Rink Director of the non-protesting team and the chairman of the Rink Association Advisory Committee. The Rules and Grievance Committee shall, within 7 days, gather the facts and make a decision and communicate the decision in writing to the interested parties, including the Rink Directors of the teams in the protested game and the chairman of the Rink Association Advisory Committee.

3. In the event of a dispute during a game, the manager or coach of the team will
notify the referee that the game is being played under protest and will finish the game. Should the team fail to complete the game, the team will automatically lose the game and forfeit its right to protest.

4. Any hardship caused by these Rules may be appealed to the DAHA Board of Directors.

M. Number of Games

1. The playing rules require that a maximum number of games, to include
tournaments/jamborees, and scrimmages be played as follows:

Level 1 Mites 15 games
Level 2 Mites 25 games
Squirts 35 games (Including “Controlled Scrimmages”)

2. The definition of a game – when two teams are on the ice, including
a “controlled scrimmage” will be considered a game. Not included in the number of games played, will be the DAHA scheduled playoff games at the end of the season.

3. The teams in these classifications will also be allowed controlled scrimmages.

4. A “controlled scrimmage” is defined as a contest between two teams wherein at
least one coach from each team is always on the ice during the scrimmage and where the scrimmage may be stopped at any time to permit coaching activities.

5. The Rink Director for each rink shall be responsible for monitoring the number of
games at each level.

6. Rinks whose teams do not adhere to this rule will be subject to punitive action, in
accordance with Section V, paragraph 1 of the DAHA Playing Rules.

N. DGHA Rules for Games.
1. Length.
a. 19 & Under Teams,16 & Under Teams and 14 & Under Teams. Games shall be three (3) periods of fifteen (15) minute stop time. One time out per game per team is permitted. Time stops in the event of an injury. Game length will be one half (1½) hours with a resurface of the ice.
b. 12 & Under Teams. Games shall be three (3) periods of fifteen (15) minute stop time. One time out per game per team is permitted. Time stops in the event of an injury. Game length will be one and a quarter (1¼) hours with no resurface.
c. 10 & Under Teams. Games shall be three (3) periods of twelve (12) minute stop time. One time out per game per team is permitted. Time stops in the event of an injury. Game length will be one (1) hour with no resurface.
d. Period Intermission. Each intermission between the first and second periods and between the second and third period shall be one and one-half minutes.

2. Penalties. Each DGHA game shall apply the following penalties:
a. Minor Penalty – 2 minutes
b. Major Penalty – 5 minutes
c. Misconduct Penalty – 10 minutes

3. Overtime. Overtime periods shall not be played in league games.

4. Referees. DGHA games shall be officiated by a certified member of the Northeast
Hockey Officials Association (NEHOA). The DGHA Rink Director shall schedule and arrange for remuneration of all referees with the NEHOA. The DGHA Rink Director shall make reasonable effort to obtain certified female officials. Officials shall be a minimum of two (2) playing levels higher than the game that’s being officiated.

5. Disputes and Protests. DGHA shall adhere to the DAHA policy on disputes and
protests.


V. PUNITIVE ACTION

1. Any violations of the rules set forth herein shall require the DAHA Board Of Directors to levy punitive action against the Rink Member(s) committing such violation. Upon written notification from the DAHA Rules & Grievance Committee that such violation exists, the Rink Member(s) shall have five (5) days in which to take remedial action to correct the violation. If the violation is not remedied within the period specified herein, the DAHA Board shall take action against the violating Rink Member(s) by denying all teams formed within the violating Rink Member(s) the opportunity to participate in DAHA sanctioned events, the forfeit of any games won (if win-loss records are applicable) and/or any other action the Board deems appropriate, until such time as the violation is remedied.)
